Why is blocked my acc?

Today i enter to the website and see that my account is blocked for "duper". I need and answer please.

unfortunately it is true, I have been talking to the administrator on Skype for two weeks, via the web and mail and he does not respond, and I know that it is because he does not want or is no longer interested in the server
